Introduction
The framework
On 29 June 2002, a Royal Decree fixing the conditions of installation, maintenance and use of alarm systems in Belgium has been published.
The decree is based upon the Belgian law of 10 April 1990 on the enterprises of surveillance, of security, and on the internal services of surveillance. According to this decree, alarm systems may be installed either by a "security enterprise" or by the end user. However, it must be verified by a "security enterprise" before being put into service.
Among other provisions, the decree states that the user must maintain a "user book", contract a "security enterprise" for an annual maintenance service, and keep the police aware of his installation.

The immediate consequence of that Decree was to terminate the activities of the Anti-intrusion Commission of the Ministry of Interior. In the mean time, the industry and in particular CEBEC prepared, under the auspices of the Belgian Electrotechnical Committee - BEC, INCERT, a dedicated certification system of equipment and installers.
On 6 December 2002, the Mark Committee of INCERT has approved the General Regulation of the INCERT Mark and the Regulation of Product Certification.
The Regulation of the certification of Security Companies and of Installers was approved on 19 February 2003.

The Certification of alarm systems
The Technical Note T014 (General requirements for the testing of alarm systems) has been prepared with the full support of the Ministry of Interior, and is now available from the BEC (Cost: 51,- € + VAT).
CEBEC, which is the only certification body accredited by BELCERT to certify electrotechnical products, has been approved to evaluate and certify the alarm equipment according to the INCERT rules. Applications should be addressed to:

The Certification of Security Companies and of Installers
The Technical Note T015/2 (General requirements for the certification of security companies and of installers of alarm systems) has been prepared with the full support of the Ministry of Interior, and is now available from the BEC (Cost: 51,- € + VAT).
Considering its activities of products and management systems certification, CEBEC has been approved to evaluate and certify the Security Companies and the Installers of alarm systems according to the INCERT rules.
